Struggling to make the IF and AND functions work

Hi all,

I'm trying to make a sheet that uses conditional formatting with what I assume is the IF and AND functions.

Essentially what I want is "if H3 is greater than 0, and I3 is "no", then I3 turns red", I just can't seem to make it work!!

can anyone give me some advice how to make this work?
